Abolition of Nobility
The major principle underlying the 4 August decree found legislative expression in the decree of 19 June 1790, which legally abolished the nobility, all its privileges, and, as the excerpt demonstrates, those aspects that seemed particularly contrary to reason.
4 August Decrees
In late July 1789, as reports of several thousand separate yet related peasant mobilizations poured into Paris from the countryside, a majority of them against seigneurial property, the deputies of the National Assembly debated reforming not just the fiscal system or the constitution but the very basis of French society. In a dramatic allnight session on 45 August, one deputy after another stepped forward to renounce for the good of the "nation" the particular privileges enjoyed by their town or region. By the morning deputies of all orders had proposed, debated, and approved even more systematic reform, voting to "abolish the feudal system entirely." In effect, they had decided to eliminate noble and clerical privilege, the fundamental principle of French society since the Middle Ages. Nevertheless, the meaning was unclear, for the "feudal system" had ceased to exist in France several hundred years earlier. Thus working out the details of this decree became a primary objective of the National Assembly for the next two years.
Chapter 1: Social Causes of the Revolution
PreRevolutionary France had a social structure that assigned every individual their rightful place before God. In actuality, commoners resented the nobility and the poor resented those above them, whether noble or common. Although the Revolution destroyed noble rank, it did not attempt a social leveling. Tension between haves and havenots festered through the Revolution and beyond. This chapter details these social antagonisms and their political ramifications.
Parlementary Remonstrance against the Third "Twentieth" Tax
Later in the 1750s, the Parlement turned its attention from religious controversy to royal fiscal policy. With the outbreak of yet another warthe Seven Years (or French and Indian) War against Britainthe royal treasury needed even more revenues, and the King proposed adding, for the third time in a decade, a surtax of onetwentieth on all income from property, including normally exempt noble lands. The magistratesmany of them landowning noblesopposed this idea, not by arguing that nobles should be exempt from taxes (an idea they believed fervently), but by claiming that the crown, by so drastically breaking with tradition, was violating the unwritten constitution of the kingdom. In response, the King held a special "seat of justice" ceremony the next day to enforce registration of the edicts.
Parlement of Brittany
Particularly vocal in its resistance to the financial edicts of 1763 was the Parlement of Rennes, which had jurisdiction in the province of Brittany. A series of "remonstrances," issued by this court between 1763 and 1765, reveal the conflict between the parlementarians and the crown. At first, the magistrates merely protested the proposed new taxes, but when several of them were arrested for defying the Kings orders, the rest argued that they had a collective obligation to protest royal decrees that, in their view, violated the traditional "liberties" of the region. The Breton magistrates later voiced opposition to the crowns efforts to remove them and in their place seat a new, more docile court. Particularly infuriating to the magistrates were the machinations of the regional governor, the Duke dAguillon, who came from a longstanding, aristocratic Breton family, who therefore saw as rivals the "robe" nobles of the parlement. DAguillon tried to discredit Louis René Caradeuc de La Chalotais, the public prosecutor loyal to the parlement, by accusing him of sending threatening letters to the King. Here we see an effort by the Breton Parlement to stand up for its rights.
Turgot, "Letter to the King on Finance" (1774)
In 1774, the newly ascendant Louis XVI appointed as his minister of finance a proEnlightenment economist and administrator named AnneRobertJacques Turgot, a baron from a noble family with many generations of service to the kings of France. In office, Turgot sought to implement many reforms of the royal treasury. In this passage, he informs the King of the debts he has discovered in the royal treasury and proposes reforming fiscal policy by cutting expenditures and more equitable taxationwithout considering whether or not this will be acceptable to the Parlements.
Anecdotes on the Countess du Barry (1775)
Since the royal familys ability to procreate was crucial to the perpetuation of the reign and thus to the continuity of the monarchy, the obsession shown in pamphlets about the bodies and sexual activities of King and Queen must be seen as having not just prurient interest for readers but also political overtones.This particular pamphlet, by a journalist named Mathieu Pidansat de Mairobert who had been an active supporter of the proParlement party in the magistrates recent conflicts with the crown, was published anonymously early in the reign of Louis XVI. It purportedly described the liaison between the recently deceased Louis XV and his longterm mistress, the "Countess" of Barry, a common courtesan who had supposedly been procured to satisfy the aging Kings lusts. The entire book could be (and was) read as a parody of the mounting problems facing Louis XV, all of which center on the disorder he had created at Versailles by giving such a prominent place to a wholly inappropriate person, a woman, a courtesan, and a commoner.Whether or not the "anecdotes" were true is of less historical interest than the wide readership they drew and the negative influence they had on the reputation of the current King, Louis XVI, and the Queen, Marie Antoinette.
Historical Essays on the Life of MarieAntoinette, of Austria (1783)
Although by law, political power could not pass through the Queens body (only male heirs could succeed to the throne in France), there was great political interest in the body of Louis XVIs Queen, Marie Antoinette, a Habsburg princess whose marriage into the Bourbon household solidified a diplomatic alliance between France and Austria. From nearly the moment she arrived at Versailles in 1770, she was widely suspected of deviousness, and by the late 1770s (by which time she had become Queen), her reputation was being maligned in clandestinely published, pornographic pamphlets known as "libels." The Historical Essays on the Life of MarieAntoinette of Austria, first published in 1783 and immediately suppressed by the royal censors, was republished secretly several times in the ensuing years, and as many as 20,000 copies may have been in circulation by 1789. It compared Marie Antoinette to the Countess du Barry, suggesting that they had the same fondness for nighttime walks in the gardens of Versailles, which often degenerated into orgies with courtiers of all sexes, ranks, and ages. Again, what is of interest is not whether or not the stories were true but that they further contributed to the view that the monarchy was degeneratingphysically, morally, and politically.
"Memorandum to Her Majesty the Queen Concerning the Diamond Necklace Affair" (1786)
Controversy surrounding the Queen reached a fever pitch in 178586 in what was known as the "diamondnecklace affair." A court schemer, Jeanne de la Motte, wove a complex web of intrigue, in which she convinced Cardinal Louis de Rohanan aristocrat from a longstanding noble family who was determined to become the Queens loverto purchase for Marie Antoinette an elaborate jewel necklace (made by two highly reputed jewelers) on which she had supposedly set her sights. In reality, the Queen had no knowledge of either the jewel or Rohans purchase, and de la Motte was able to make off with both Rohans money and the necklace. When the scheme came to light several months later, the cardinal was arrested along with de la Motte; during the ensuing trial, numerous pamphlets were published speculating on and mocking the Queens potential involvement in the intrigue, further damaging her reputation. This pamphlet, supposedly from the jewelers, describes their difficulties in obtaining payment from Rohan and asking the Queen herself to intervene.
Declaration of the Rights of Man and Citizen, 26 August 1789
Once they had agreed on the necessity of drafting a declaration of rights, the deputies of the National Assembly still faced the daunting task of composing one that a majority could accept. The debate raised several questions: should the declaration be short and limited to general principles or should it rather include a long explanation of the significance of each article; should the declaration include a list of duties or only rights; and what precisely were "the natural, inalienable, and sacred rights of man"? After several days of debate and voting, the deputies decided to suspend their deliberations on the declaration, having agreed on seventeen articles. These laid out a new vision of government, in which protection of natural rights replaced the will of the King as the justification for authority. Many of the reforms favored by Enlightenment writers appeared in the declaration: freedom of religion, freedom of the press, no taxation without representation, elimination of excessive punishments, and various safeguards against arbitrary administration.

Montesquieus The Persian Letters (1721)
CharlesLouis de Sécondat, Baron de la Brède et de Montesquieu (16891755), was born into a family of noble judges near Bordeaux. He published The Persian Letters anonymously because he feared that his criticisms of the recently deceased Louis XIV might get him into trouble with government officials. The novel made him an overnight sensation. He sold his position as a judge and devoted himself to travel and writing. In The Persian Letters, he uses a fictional correspondence between two Persians to reflect on the meaning of government and social customs. He paid great attention to the treatment of women and the place of wives in society.
Edict of Toleration, November 1787
Calvinists had a long and tumultuous history in France. They first gained the right to worship according to their creed in 1598 when King Henry IV issued the Edict of Nantes to end the wars of religion between Catholics and Calvinists. Louis XIV revoked that edict in 1685 and initiated a massive campaign to forcibly convert all of the Calvinists in France. For more than a century, public worship by Calvinists remained illegal, though many worshiped in private and some became leading merchants or businessmen in their local communities. Finally in 1787, Louis XVIs government proposed a new edict of toleration (the decision became official in January 1788). It granted Calvinists civil rights, including the right to practice their religion, but no political rights. Although the reference to nonCatholics might seem to promise a broader toleration including other groups as well, the edict applied only to Calvinists, for Jewish and Lutheran communities were not covered here. The preamble to the edict, with its evasive and tormented logic, shows the many pressures felt by the government as it tried to navigate between the demands of a powerful Catholic Church and a longoppressed minority that had the support of many influential writers and jurists.
Petition of Women of the Third Estate to the King (1 January 1789)
Little is known about womens grievances or feelings in the months leading up to the meeting of the EstatesGeneral in November 1789. They did not have the right to meet as a group, draft grievances, or vote (except in isolated individual instances) in the preparatory elections. Nevertheless, some women did put their thoughts to paper, and though little evidence exists about the circumstances or the identities of those involved, the few documents offering their views bear witness to their concerns in this time of ferment. In this document working women addressed the King in respectful terms and carefully insisted that they did not wish to overturn mens authority; they simply wanted the education and enlightenment that would make them better workers, better wives, and better mothers. The petitioners expressed their deep apprehensions about prostitution and the fear that they would be confused with them; like prostitutes, working women did not stay at home but necessarily entered the public sphere to make their livings. Most of all, however, the women wanted to be heard; they saw the opening created by the convocation of the EstatesGeneral and hoped to make their own claims for inclusion in the promised reforms.
Decree of the National Assembly Abolishing the Feudal System, 11 August 1789
The abolition of the feudal system, which took place during the famous night session of 45 August 1789, was precipitated by the reading of a report on the misery and disturbances in the provinces. The voting was carried in a fervor of enthusiasm and excitement that made some later revision necessary. The decree given here was drawn up during the following days and contains some alterations and important amplifications of the original provisions as passed in the early morning of August 5th.
"Petition of the Jews of Paris, Alsace and Lorraine to the National Assembly" (28 January 1790)
When the Jews of Paris and the eastern provinces presented their case to the National Assembly, they leaned heavily on the precedent of granting full rights to the Protestants and on the language of human rights philosophy. They insisted that the Jews should be treated no differently from anyone else and refuted one by one all the customary prejudicial arguments used against the Jews, such as their reliance on making loans with interest (usury). Their petition shows the power of the language of rights; "All men of whatever religion . . . should all equally have the title and the rights of citizen." Despite the pleas of the Jews, the assembly held off on granting them full political rights until September 1791.
Motion Made by Vincent Ogé the Younger to the Assembly of Colonists, 1789
Vincent Ogé presented the views of his fellow mulatto property owners to a meeting of the white planter delegates who had come to Paris from Saint Domingue, the largest and wealthiest French colony. Ogé came to Paris to press mulatto claims for full civil and political rights. This document shows the complexity of the racial and hence political situation in the colonies; the mulattos wanted to align themselves with the white planters, because like them they held property and slaves. But the white planters resisted any such coalition for they feared that such an alliance might encourage the slaves to demand changes in their status. When the slaves of Saint Domingue began their revolution in August 1791, the mulattos and free blacks took varying and sometimes contradictory positions, some supporting the whites, some taking the side of the slaves, some trying to maintain an independent position. By then Ogé himself had died, executed for leading a mulatto rebellion in the fall of 1790.
Society of the Friends of Blacks, "Address to the National Assembly in Favor of the Abolition of the Slave Trade" (5 February 1790)
The Society of the Friends of Blacks rested their case for the abolition of the slave trade on the Declaration of the Rights of Man and Citizen and the belief that political rights should be granted to religious minorities. Their denunciation of the slave trade resembles in its details the account of Abbé Raynal. They took a defensive tone in this address written in response to intense criticism from those who feared that abolition would bring a loss of French colonial wealth and power. The Friends of Blacks denied that they wanted to abolish slavery altogether, only the slave trade that transported Africans from their homelands to the French colonies. Their pamphlet insisted that the tide of opinion against the slave trade was steadily rising in Great Britain (the British officially abolished the trade in 1807). They also raised the prospect of a slave revolt, which in fact broke out in Saint Domingue in 1791. As a consequence, many planters and their allies accused the society of fomenting the revolt.
Chapter 3:The Enlightenment and Human Rights
French revolutionaries, as this chapter shows, drew upon multiple traditions, including such ancient English documents as the Magna Carta, as well more recent influences like the American Revolution. But the French Declaration of Rights and Citizens made human rights even more central than the Americans. As the Revolution unfolded, the French even grappled with rights for women, slaves, and religious minorities.
Royalists Desecrate the Revolutionary Cockade (3 October 1789)
Military officers in several regiments of the royal army favored a military strike to dispel the National Assembly, but by the fall of 1789 they saw clearly that this order would not be given. Their frustration with the National Assemblys affront to the dignity of the royal family became evident to all on 3 October, in an event recorded by Bailly, then mayor of Paris, in his memoirs.

The "Second Revolution" of 10 August 1792
The popular demonstration of 10 August 1792, occurred because the Legislative Assembly could not decide what to do about the King, the constitution, the ongoing war, and above all the political uprisings in Paris. On 4 August, the most radical Parisian section, "the Section of the 300s," issued an "ultimatum" to the Legislative Assembly, threatening an uprising if no action was taken by midnight August 9th. On the appointed evening, the tocsin (alarm) sounded from the bell tower, and a crowd gathered before the City Hall and headed toward the Tuileries Palace. The crowd overran the Swiss Guards defending the Tuileries Palace, from which the royal family fled. Here a member of the Paris municipality, PierreLouis Roederer, describes the scene. In Roederers account, it is the mobs action rather than the vote of the assembly that deposes the King.

This engraving gives a groundeye view of the action; far from an orderly operation, the "day" appears chaotic and menacing, as the inspired people face what appear to be cannons being fired by royal soldiers. This romantic image would become the predominant view of this event.

Prudhommes Description of the Coup against the Girondins (31 May2 June 1793)
Throughout the spring of 1793, radicals in the Convention, in the Paris Commune, and in the sections struggled for power against JeanPierre Brissot and his allies, known as the "Girondins." They differed over how the revolution should be affected by popular pressure. In late May, Robespierre proposed a motion that accused the Girondins of being a threat to the Republic and ordered their arrest. When the moderate deputies of the "Plain" resisted passing this measure, radicals from the sections mobilized over the course of three days, from 31 May to 2 June, culminating in a show of force by surrounding the Convention Hall. Duly intimidated, the Convention deputies voted for the measure. But even though the die was cast, most Jacobins were uneasy about resorting to such a direct threat that might later undermine their authority. Twentynine deputies from the Girondin faction were expelled from the Convention and placed under house arrest. In the aftermath of the coup, the radical faction known as "the Mountain," which usually followed Robespierres lead, took control of the Convention and the Committee of Public Safety.
Women at the Jacobins
An observer of Jacobin club meetings in 1791, in the passage below, describes somewhat disorderly debates, in which speakers are shouted down from the rostrum and women participate openly. This is indicative of what this author sees as the "ungovernable" situation in Paris.
Proceedings of the QuinzeVingts Section
In late July and early August 1792, amid ongoing rancor over the Kings role in the government and fears that he would betray the nation to the invading Prussians, various Parisian sections began petitioning for Louis to be deposed. In the text below, the radical "Section of the 300" decides to join with other sections in a demonstration being organized against the King.
The Law of Suspects
This law, passed on 17 September 1793, authorized the creation of revolutionary tribunals to try those suspected of treason against the Republic and to punish those convicted with death. This legislation in effect made the penal justice system into the enforcement arm of the revolutionary government, which would now set as its primary responsibility not only the maintenance of public order but also the much more difficult and controversial task of identifying internal enemies of the Republicsuch as "profiteers" who violated the Maximumand then removing them from the citizenry, where they might subvert the general will.

No social group played a more dramatic part in the Revolution than the workers of Paris.
